The commentary is in three parts: The first part, “What Went Wrong,” does not place blame but is intended to clear the way to address the future. The second part, “What Can Be Salvaged,” addresses conclusions that can be drawn from the study apart from the reported findings and identifies instrumentation constructed by the Study Team that can be useful in addressing the future. The third part, “How to Get Impact” sketches one road map for accomplishing the aspirations of No Child Left Behind.

Diane Ravitch’s (2010) critique of the standardized achievement testing apparatus has not been refuted, but it has been criticized for failing to present an alternative. Likewise, proponents of standardized achievement testing, although conceding, “it has its flaws,” respond “there is no better way.” This commentary sketches a Plan B alternative that is supported by contemporary events and by Educational R&D resulting from the original Elementary and Secondary Education Act (ESEA) of 1965.

U.S. federal government efforts over the last 50 years to strengthen elementary and secondary education have focused on instructional deficits and instructional gaps of disadvantaged students rather than on creating the capacity to improve the pre-collegiate schooling enterprise. The commentary finds that it is now feasible to operationally realize the intent of Elementary and Secondary Education Act (ESEA) 1965, No Child Left Behind (NCLB), and Race to the Top (RttT) with transparent results and without additional taxpayer cost.
